Empty Site Configuration

For some of the doc stuff I was installing a new d7dev version and trying to find my way arround...

And I guess this is not realy a base system issue (I was thining of statistics.module, menu system, toolbar module ) but none of those seem to be the only one involved just feel free moving this one to whoever is suited best to fix that...

When I clicked on site configuration I got an empty page (kind of looked broken...) after some fideling arraound and enabeling all of the modules I realized that only statistics module is using the Site configuration page, but this module is not enabled in a default Installation... so you have this site configuration page (which sounds important but seems to look broken...)

I guess the target would be to move statistics module settings under the "Configuration and Modules" page and get rid of the Site configuration Menu.
