Very much tempted to mark this as critical. I think it should be, but I'll let someone else make the call. Based on a side discussion in #326119: Automatically Select Term for Required Vocabularies with One Term.
If you're an active member in the Drupal community and attend conferences like DrupalCon Paris, you probably know exactly where we are and where we're going in the product cycle. If you're anyone else, then you'd have to ask around, Google/Bing it, and look in the comments of certain issues to figure out the answer (and that's assuming you even thought to ask the question in the first place).
Since all members of the Drupal community who contribute to Drupal core have to work within in the product cycle, we need to find some ways to make information about our product cycle easier to find. We're obviously not trying to hide it from anyone, but at the same time it can be hard to track it down.

Mike Wacker commentedMaybe, I don't think one exactly needs to redesign the site to incorporate this information. But maybe the Redesign term will point this issue in the direction of the right people (though I wouldn't know myself).
