Using the Earthen theme, the "continue" button is missing after selecting which display of a view to use in the "add content" section of the Panel Pages interface. The prevents the user from adding content to Panels.

Solution: set the Garland theme (or another theme) as your administrative theme: http://yoursite.com/admin/settings/admin
