I specifically ran into this bug on the taxonomy/term/% page. I simply hit the edit link w/o enabling it, setup a vocabulary, and couldn't get it to work for my life. (even after enabling the page hehe) I then deleted the variant and re-created it, and it worked beautifully.

I was unable to duplicate this. I went through the steps you suggested and when I enabled the page, the new variant took over.

No update for more than 30 days, unable to replicate.
