what does it mean when instructs say apply

I was wondering what does it mean when a module says something like this:

Apply the socialcalc.patch included with this module using the following:
cd /your/path/to/sheetnode
patch -p0 < socialcalc.patch

what does it mean by apply? Do I assume I add those lines to settings.php or php.ini?
