Diggbar module or features?

Hi,

Is there any module in Drupal that is similar to Diggbar in features, so that the bar (fixture at the top) appears when pointing to external sites and also generates a url shortener for it?

Wordpress has one "http://wordpress.org/extend/plugins/wp-bar/ ".

Anyone seen something similar running on Drupal? Hope to hear from all...
