Description
This patch to the System_Modules module:
- adds a "Collapse all by default" capability.
- moves unnecessary stuff from the theme loop to improve performance.
- allows the module list on the settings page to be much more compact.
- both the modules admin page and the settings page link to each other.
- most coding standards violations are fixed.
