I suggest the functionality of entering arbitrary URLs, instead of limiting it to URLs to the roots of Drupal installations, based on which the path to cron.php is calculated as it is currently the cases.

That way Drupal could be used to control other cron-based tasks in its environment (probably other CMSs), that are not necessarily Drupal sites.themselves
