Show the submission guidelines

When you create a content type, under the fieldset of "Submission form settings" you can add an "explanation or submission guidelines" for your users. I don't see this being rendered in the block. I realize that for a normal-sized block, this would be rather crazy, but I'm using these blocks in conjunction with the quicktabs module and showing the quicktab set in the main content area of a special page. This lets users tab to which node form they want to submit as each of the three forms I'm using in this case are similar. I also considered other methods. This looks the best though.

If there is already a way to show the guidelines, please change this from 'feature request' to 'support request' and let me know how to do it.
