Issue Summary
It is not possible to send an email to multiple recipients via a new advanced action in Actions. You are only allowed to send to one recipient.
Multiple recipient email functionality for Actions has been requested before for 5.x but doesn't seem to have any activity: http://drupal.org/node/284036

I've "foreported" the patch submitted for 5.x at #284036: Allow multiple recipients in email actions and changed the component of this bug to system.module where the code currently resides.
I hope this is the correct format, i've not done any contrib before, however this patch is not rolled against cvs HEAD due to fact that apparently in 7.x the format for the %author replacement tag has been changed. I'll eventually port this patch forward to HEAD also but at the moment this works against a live drupal 6.

This is a duplicate of #284036: Allow multiple recipients in email actions. Backports should be made there if the patch is ready. The patch here could be a good basis.
