I thought this module was the answer to my problem but now I'm thinking it's not quite there unless I'm missing something. T problem I'm trying to solve is as follows:

Group Admins can post content in Groups they are not admins of.

Any ideas on how these groups admins can be restricted to their own group??

As long as they are members of that other group, they are supposed to be able to post content there as configured by the admin of that group. Does that answer your question?
