Has this been deprecated? The file is there but it seems functionality is completely disable. .. there are a variet of errors when I tried to set it up and the theme functions are not listed in the theme hook so these don't work.

yep, we decided to remove it because it had troubles and we won't need it anymore. I removed the .inc file too.
