I've discovered this bug while tracking why image would not show in thickbox in IE6/7 & Chrome. I've finally discovered that I had an image preset with no action and that only this one would not show. After adding a scale action, the image is generated and shown properly in those browser.

Note that everything was working perfectly fine in FF.
