I'm not really sure, is it right queue to ask for, just correct me if I wrong. Year and half ago, Russian community (and me personally) launched localized API docs project (api.drupal.ru). Today, more than 60% of documentation is translated (most important of it).
So, it's time to ask you a favour, to add some "This docs available in Russian" message to api.drupal.org for people who's IP belongs to Russia, Ukraine, Belorussia, Kazahstan and Moldova (all countries are russian-speaking). If IP determination isn't possible, simple browser detection will be fine too (but it's not preferred, as many of us surfing the web with English language set). It's needed, because when people google for some function, they found api.drupal.org on the first place and all of the first result page is belonging to sites like lullabot. It's really hard to get api.drupal.ru from google.
If you approve this idea, I can prepare the code, which will do this.
