My installation is a fresh (3 day old) 6.13 install of Drupal with only the following non-core modules installed: Quiz, Condition, Splash.

That not really what that option is for - that is only intended to allow the administrator to force the splash to appear the next time they load the homepage. It's a kind of one time thing for testing purposes.
