use for registration process

Issue Summary

I was wondering if there is anyway to modify action email role for use in the registration process. I may just be missing something, but it seems like the module is triggered once a new user is activated. (I'm trying it with the modification that allows for use with the system trigger "upon new user registration".) What I'm looking for is exactly what action email role does, but to do the action on the submission of a new registration, not the activation (eg, the email to authorize a new user is sent to an entire role, not just to the site email address). Any suggestions?
