Acronyms having htmlspecialchars are broken

I have just imported the Yahoo! Package and tried to use the acronym :">, but it doesn't work at all.
Bugs:
1. It isn't replaced at all with the image.
2. Page filter/tips/2#filter-smileys-0 shows :\">
3. Page admin/settings/smileys shows :\">
4. None of this examples works on content, but I've only tried :">, :\">
:blush: works, but is not the way how I write smilies.
