Add more to the IP field description

When I'm on the form entering allowed IP addresses, I'm probably not going to visit admin/help#accessctypebyip to remind myself what formats are allowed. I'd be nice if you crammed more into the field description for the IP entry or added a hook_help entry for the page where I'd actually be entering the IPs.
