How to remove blank space from block

I have used an insertframe in a block in the header region on my site, however I have some blank space above and below id like to remove.

I have set the width property to height=33px, this is the minimum I can set before I start to lose the text out of view.

I have attached some images to explain further.

Anyone able to help?
