I've looked in the modules directory list, but can't find it there. I've also Googled it and followed a link to this site which is now dead...Any ideas?

I found it in CVS...(hmm, of all places to find something!)
Anyway, is there a reason it isn't listed in drupal.orgs projects page?

Paypal framework is a module that enables you to take payments via Paypal. It is mainly used now with paypal subscription, which enables you to offer paid membership for your site. Paypal framework conflicts with the ecommerce suite of modules and is no longer maintained. The reason people use paypal subscription instead of ecommerce is because paypal subscription enables you to do automatically recurring debits (say every month) whereas the ecommerce module only lets you send automatic recurring invoices to remind someone to pay.
Paypal framework is 4.6 only.

None of that explains why paypal_framework is not downloadable from the module lists where it should be.

It doesn't even show up in the cvs listing now. Is the idea to force people to use the bloated, confusing, geek-heavy e-commerce module, even if all they need is a simple subscriptions module? I'm starting a new site and I intended to use paypal_subs since it did just what I needed, no more, no less.

paypal framework was removed from the projects list because it's not maintained. it can still be downloaded from the cvs repository.
