I'm trying to download modules, but they're all in .tar extensions, and I can't open them -- even with WinZip!

WinZip opens tar files. Anyway, if you have an older version that does not support tar (must be pretty old), get an update. Or use PowerArchiver (http://www.sfsu.edu/ftp/win/utils/) or 7-zip (http://www.7-zip.org/).
Rename to .tar.gz
Rename the files so the extension reads .tar.gz.
7-zip is a reasonable alternative to winzip.

Save first
The files are not .tar, but .tar.gz. Try saving them first rather than opening them directly. This is a known issue with WinZip installed.

You're right ... The trick is to save it first, and not open it directly. Then once you open the saved .zip file, it can be unzipped and extracted via WinZip, so it's all good!
