Site offline page is not showing when site is offline mode.

Description
1) When site is offline mode set by admin at that time if user try to login to site, the site offline page is not showing. Actually after putting user id and password and clicking login button the page is not moving. Is it bug?
2) Math ques-Captcha is not rquired when user put correct user id and password. Is it bug or left inteionally?
