When a date field is constrained to a single year on a given webform, I think it would be better to display that year in place of offering text input or a selection. Adding a default value and/or token value would also help address this issue, if that is easier to implement.

Moving into the 3.x queue. This seems like a pretty simple request but not really a high priority for anyone. You can do it on your own site just by overriding the theme_webform_date() function.
