Fieldset link overlap with the tableheader in Internet Explorer 7 / IE 7

In Internet Explorer 7 the fieldset link overlap with the tableheader. Expected result is no overlap. Find below screenshots (ie-7-windows-xp-expanded.png) or watch the following video to clarify. http://www.youtube.com/watch?v=SnM5eLooCVo

Tested with.
-Drupal 7 (September 9, 2009 - 05:11) fresh install.
-Garland theme.
-Windows XP
-Firefox 3, Internet Explorer 7, Opera 10, Safari 4.

I searched the issue queue and found lot of other issues about fieldset. But none specifically about this issue with Internet Explorer 7.

Set to critical because in some cases tableheader is clickable. Such as CCK/Views fieldset. So if tableheader overlap fieldset the 2 links won't work properly.
