In my tests with Panels 3, it seems text cannot resize unless the page is a standard node. I find this odd, and have not ruled out that it may be something on my end.

Please let me know if you find out more about the cause/solution to the problem with Panels. I've never found a use for that module, so I can't say what it might be at this point.
