Based on the issue #567354: maureen [maureen] and #578986: maureen [maureen] the CVS application handling pages must be improved. Application handling like this can turn away serious contributors.

there is no mentioning of 7 days in the handbook, and I do not agree with 7 days, that's not a time limit in Drupal issue queues.. "The approval process usually takes about a week, sometimes less" <- that's not a rule for rejecting an application, and definitely not a reason to reject the application when the module is freely available.
"Applications a that are not appropriate for whatever reason"
This must be changed to "valid reason", and it should not be rejected if the issue does not show general conclusion.
"The automatically generated email sent to the applicant includes a link to this issue."
I am not sure what happens here exactly, but redirection to the issue is much more important than sending an email. If it does not happen then it should be fixed..
"Your module or theme should demonstrate ingenuity and originality by the author."
this sentence should be removed. I would rather see useful modules..

willmoy commented...which makes clear that the 'ingenuity' paragraph is meant to encourage collaboration and discourage forking. The trouble is, a requirement to demonstrate ingenuity sounds more like an intelligence test. Neither being ingenious nor or being ingenuous is relevant to CVS access.
Suggest replacing with something like:
"• Your module or theme should be novel.
"If it duplicates an existing module's or theme's functionality or code, reviewers may well reject your application on the grounds that collaboration with the existing project would be preferable to creating a new project."
I also think it would help readers scan the page if it was laid out a little differently, with the main point as the bullet followed by any extended explanation after a line break, as above.

pasqualleanother remark: as CVS application review process was closed in the past, it would be nice if the "anyone can review the application" part was somehow improved, to get more people into the review process. I was not aware of this opportunity. Some users may jump in as co-maintainers or bug hunters even at this stage, the applicant could get important first advices what to read, how to improve the code, that help can be invaluable at the start.
The result of the process should be to get more Drupal contributors and not to turn away users. If someone applied for CVS access you should assume that he/she really want to help us making Drupal better.

arianek commentedThe page has been rewritten since this issue was filed (after Drupalcon CPH), and a code review group opened recently to help the process.
Feel free to reopen if there are specific amendments you'd like to suggest to the current version.
