I would like to give more details, but I have not found the solution:

Problem: Static Maps cache does not work. Maps are downloaded and a database entry is created. However it does not detect that throttle is enabled (database cid starts with the $cid and not with _throttle_

The cached files are not used.

Sorry, did not see the switch in the main menu. (but there is still something strange with the regular cache)
