The info on this post http://groups.drupal.org/node/26125 now 2nd from the top on g.d.o front page (which probably few even would look at) should be more visible -- in the mission statement, or in its own $message at the top of all pages for all anonymous visitors. That will certainly help reduce the stress of the people who get as far as filing issues. Who knows how many people are just giving up, uttering "Drupal sucks" while they go?

With #590150: Create self service method to synch accounts now active the need for this is much smaller, but I also added the ability to create a customized message and configured that on groups.drupal.org so it now says:

[the normal message about how to fix it yourself and then...]
Otherwise you can contact the site administrators by submitting a synch request.
