No permission for Twitter account even for admin

Hi,

users who have permission due to permission settings do not see the tab on users profile page to define an Twitter account. Even if I wanted to define an account for these users as an admin by using the URL /user/userID/edit/twitter I am shown the "No permission" site. Is this a bug?
