Only nodes that the user has access to are sent; i.e., unpublished nodes are not sent to most users. Other than that. Notify is generally used to send large quantities of emails, so manual moderation of composed messages is not practical.
1 - In our workflow articles that get published can be edited in the next few days, so often multiple reports go out to our notify list.
2 - I have limited the node types that get sent out to the notify list, but I still occasionally have a single node of acceptable type that I don't want to go out to the notify list.
I thought that a moderate queue, approval, list or timer on nodes could help overcome my issues.

I have a few issue that I'm trying to resolve:
