Hi,

Is there a way to set a limit so that users can only purchase ONE user role type but allow them to upgrade/downgrade to different roles after that?

Not possible in core, but could be doable with a custom module, and could also be a candidate for a patch to Ubercart core - but with no patch at present and no further comments, this is unlikely in the foreseeable future.
