My primary links menu won't show up for those not logged in. I want those not logged in to see the primary links menu. Where do i go to turn this feature on?

Default behavior is to show Primary Links to Anonymous. Did you install some Access module like Menu By Role or something?

It might be that nothing that
It might be that nothing that is in the primary menus is accessible to the anonymous users. For instance, if you have Create Content in your primary menu, and the user does not have permissions to create any content type which appears on that page (node/add) then the links to that page will not display.
I solved the problem
I found out that in the administrative menu, you can control to whom the contact form can be seen. That is to anonymous users or registered users. And that influences if a menu item pointing to that contact form is viewed by anonymous users or just registered users.
The solution to the problem was much easier than I thought.

I had similar issue and after rebuilding the content access permissions my problem solved.
admin/content/node-settings
