For some sites the inform vocabulary will grow very large, potentially to tens of thousands of items. This will make the node edit page slow and will be impossible to use. We should change this to be an ajax autosuggest widget so that manual tagging is possible.

We should also automatically disable auto tagging if manual tagging has been done until a way is found to support both types together.
