I have Pathauto set to use the Update Action "Create a new alias. Leave the existing alias functioning." selected so that whenever a node is updated a new alias will be created and the existing one will remain functional so we don't end up with broken links. However this seems to have no effect. If a node is updated with a new title and the URL changes to match the title trying to go to the same node's old URL no longer works and gives a 404 instead.

I couldn't duplicate this. I tested with the most recent D7 and D6 codes with the "Create a new alias. Leave the existing alias functioning." update action enabled. Both tests were I changed the node alias it left the existing one functioning.
