Config page doesn't show up .

Maybe better would be 

  $items['admin/build/views/viewstabs'] = array(

or 

  $items['admin/build/views/tools/viewstabs'] = array(

though :).

Just do you don't think I'm just being crumpy reopening this, I dled a fresh verison of views tabs/tabs to try it out and checked the repo to see current defination.

It doesn't

Unless of course you're only checking admin menu, which shows tabs.
