Currently, comment form on user profile page is seen by everyone including the user (uprofile author). I want comment form to be disabled for user (uprofile author), so that he cannot comment on his own profile but other users can. Is this possible?

There is nothing in APK to allow this. I don't know of any contrib module that disallows an author from commenting on his own node so likely this would need to be custom coded.
