Hey, i am designing a website and want to use drupal. I dont currently have a web server and wont have one for a while. Can i still install drupal, set up my site, and get everything done before i get a server?

Yes-- you can install it locally on any type of desktop pc as well.

Use xampp to set up a dev platform on your workstation/pc/laptop.
