[bot_karma] Allow specifying that bot respond with current karma

It would be nicer if an admin could be able to specify that upon altering karma the bot makes a response with the current karma.

The attached patch adds a checkbox in the admin settings for bot/karma. This allows the admin to specify that the bot respond to karma alterations or not (off by default).
