My status page tells me:

Charts Charts module not yet configured
Charts core module needs to get some default options in order to operate. You must go to settings page and configure it.

But when I go to the settings page, it tells me:

Access denied
You are not authorized to access this page.

I went through upgrading my site again (first time was a test run on an old backup), ran into the same issue... but this time, adding that snippet of code isn't fixing this.

How can I find out what's wrong now?
