A moderator tried to send a message to two users, for one of them this message was displayed:

Has anyone an idea what could cause this?

User clicked on "Block sender" and blocked your administrator from sending messages to him. You need to use feature that bundled with privatemsg to setup a rule that prevents users from blocking messages from admins.

If you don't want to allow blocking moderators, configure a rule at admin/settings/messages/block, something like:

authenticated user - moderator - disallow blocking author - enabled
