Allow authorized users to bypass the email check

Using D6-1.0 version,

I made a minor adjustment which allows users to bypass the email prompt based on permissions.

I could not get email_download_log() to work correctly the way I tried it, but maybe someone else could take a look at what I've done and make the necessary adjustments. Assuming anyone cares to track authorized user's downloads.
