client/user ACL interface easily confused as a new user creation form

Description

The client/user ACL interface is too easily confused with a place where you can "add users" (because it does say "add user" in the stupid form). It should be made clearer what the form is form and how it does *not* create the client (although it could create it if it doesn't exist, i'm not sure it's a good idea).

I've committed an implementation of hook_form_alter() to add a note to the User registration form that this is not the form to add new clients. Screenshot attached.

Hehe... that's nice, but it's not actually what I meant here. :) I'm talking about the client *edition* form which now has an interface, at the bottom, to add clients to the user. That is the interface that is confusing.
