Would be useful if it was stated somewhere that the RPX settings page is only accessible if you are logged in as UID=1. This is not normal behaviour for a Drupal module and it was very confusing that after enabling the module (with admin role) it wasn't visible anywhere.

This was a bug which has been fixed in the current dev version. Any users with the "administer site configuration" permission can now access the RPX configuration page.
