how do i create primary links?

need to know. can't find it in content management, or any other admin areas...

Method 1:
Create or edit content
Expand "Menu settings"
Type the "Menu link title"
"Parent item" is "Primary links"

Method 2:
Administer -> Site building -> Menus -> Primary links
Add item
