The call to comms_get_twitter_followers in comms_cron has been commented out with the TODO: "calling of this needs to be controlled"

Therefore, currently no new followers of groups ever get added. It's true that we don't need to refresh the list of followers every minute, though. Should this function just be a less-frequent operation, say every 10 minutes?

I may have checked this in with this commented out by mistake. There has been a lot of rapid development and live bug fixes the past couple of days. I will post a fix and hopefully we can get out a stable 5.x.3 release, migrate to 6.x and move all future development forward with 6.x.
