phpbb Forum is a very active topic here and probably will be for some time to come --- as more and more webmasters are looking for a better and more complete website finished product and as they move sites into Drupal.
Might I suggest that you search on phpbb - read the postings and hook up with some of the other members if you have a convert need or want to see what others are working on.

phpBB has more forum
phpBB has more forum features than Drupal, even with Drupal's Flatforum module. There's a lot of work that needs to be done on this, I think.
A while back I made a patch to add topic page links to the topic list (like in phpBB.) If you're interested my patch is here:

Drupal is more general
If you only want a forum, phpBB is what you want. It's very hard to theme -- I think everyone who frequents forums can immediately recogn one or or the other.
Drupal is a nice framework, easily extendable and themable. So with additional modules you can approximate phpBB. Recently, killes created http://drupal.org/node/57166 which adds comment. Flatforum is mentioned which changes looks. These two are the most needed.

I don't understand why but
I don't understand why but it seems to be Forum is not considered among the most important features of Drupal.
I think the right direction is to improve the forum system of Drupal instead of trying to integrate phpBB or creating a forum module that employs a different database. The strength of Drupal is in its taxonomy and modular design; and therefore, the forum module must take advantage of this.
I believe that if more attention is placed in improving Drupal forum, then within a short period (may be 4.8), Drupal's forum empowered by taxonomy and other modules will be A LOT BETTER than phpbb (even though understandably it may not be as efficient because phpBB is a dedicated forum application). Therefore, the efforts to integrate phpBB into Drupal or designing a new forum system are not the best thing for Drupal.
My YTD Predictions
I don't really live my life according to the calendar, more like Spring to Spring. So here are my predictions for the next YTD.
1) Work will start on better node Realtionships (many children to one parent - and these type of structure enhancments being added into core)
2) Forum module will see some core feature growth
3) Install Module
4) More Themes avail. --- based on new wrok in 4.7
5) Speel checker being added to this Forum ;-)
6) Dries will be getting requests to bake more Blue M & M Drupal cakes :-)
(PS: I've been in the M & M plant several times - when I use to do process control work - its a super clean place - better than most Pharm pill plants I was also required to visit- M&M was still family owned back then)
What I need is...
What I need is a forum that has full capabilities of users, moderators and super moderators. I run a VERY busy forum (almost 1000 members and fast growing) and the Drupal built in forum is too general to be used. Hope it will be improved soon, I have tried to integrate phpBB with Drupal but I run into nothing but troubles :(
