Does not scroll after some time

Description
Both vertical scroll and horizontal scroll are affected. After certain period, when I revisit the page where it's enabled, it just shows the first entry from the list of scrolling news items and does not scroll at all. Interestingly, when I empty the Drupal cache and revisit the page, it starts scrolling again. Again if I revisit the page after some time, the same problem reappears.
