Email send to logged in users with "send to email and tokenized email operation"

I have latest -dev and when selecting a bunch of users and selecting either "send email or send tokenized email" the email is sent to the user that's logged in and not users selected in view. This is on drupal 6.14 and -dev modules. This used to work before btw.
