I think it would be really handy to have a ca_predicates_alter hook. I'm adding a patch, but have marked this postponed, until we have a new 3.x dev branch.

The plan is to drop conditional actions for Rules in 3.x Let's leave this issue open until we have implemented rules integration and then mark it "won't fix"
