Couple of feature requests here regarding the position of the smiley's field set.

1. The ability to move the field set. Above, below, and to the side of the text area.
2. The ability to only have a link ("Insert Smiley") to a pop up dialog.

3. Disable field set completely so smiley insertion can be handled by an editor. (for example, a BU editor drop down box).
